There is no evidence that states this is infact random.. You have 24 hours to post more evidence.

The fact that he was just driving around in it for a couple of minutes shows that he probably had no RP intention with the theft at all. Here you can see him cruise by minutes after the theft and parking it outside the Nexus later on. The owner was a gun dealer and had his shop where he stole the car.

If this isnt enough I have nothing else to give you, except that he later was in the elevator during a raid (not participating though) just after he parked the car but that is irrelevant. He didnt meet the owner after a deal or anything, he just left the car outside Nexus which pretty much shows that it was random.

Sorry but this could have been for a RP reason even though 90% of the time it is random. I am not punishing anyone without being 100% certain.
