Having accounts deleted messes up the ID's, but I see it must of happened in the past.
E.G http://www.fearlessrp.net/member.php?action=profile&uid=7998 - We currently have 5,340 members registered.

I don't think the ID gets replaced, but your account is turned into a 'guest' (with zero posting access) and the account isn't counted as an active registered member. At least that's how I've seen it work.
