Him being a dealer without the propper job title. 

Rule set 2.9 
When running a casino (table) such as, but not limited to, roulette and blackjack, please make all players aware of how you play and how they can win and lose money. You must make players aware of the wagers and odds of their money on the table otherwise scamming rules apply.

He was a citizen and so was not in breach of the rules by running the table, there is also no proof Eddie broke 2.9.
