legally everyone under 18 who takes part in gambling is unaware of what they are doing, therefore the minors are unaware that they are losing money it is black and white, there are no ifs and buts.
although it may not be necessarily illegal to run casinos on fearless (although it most probably is) your argument is invalid as everyone under 18 is legally incapable of being responsible for their money that they are gambling.
...why would it be illegal?There is NO way to cash out in-game money in real life, as such it is not under the legal jurisdiction of gambling-related laws, and by extension laws regarding to age
