Either positive rep someone or either don't rep them if you don't like them. Cause a negative rep would be used in groups people would negative rep you with groups and there will be war all over the community.

There's no need to add another way for people to have a negative outlook on someone. Feel free to share your opinion as long as you're not targeting them, but I don't believe adding a -rep feature is something we'll be doing.
