Hello.
You should not be taking cars and joyriding in them as police officer. You also came very close to running over your own teammates showing very little regard for their safety which tells me you didn't care very much about if you hurt someone in Julern's car.
There is not any evidence of scraf hiding the vehicle from it's owner so that point will be disregarded unless more evidence is presented.
I expect better of someone who has 14 bans and over 40 blacklists.
