After review, it has been decided that this was indeed a breakage of FearRP on Predator!'s part.
The initiator of FearRP (who's perspective we can see in the video) had the advantage as 2 out of three of the individuals he gave orders to had the weapons lowered and were not facing towards the initiator. Once his two teammates had been put under FearRP by the initiator, Predator! was under obligation to follow the orders of the initiator as he had two teammates under FearRP. However Predator! did not listen to the initiator's orders and raised his weapon in a threatening manner towards them while attempting to gain a more advantageous position.
However, due to the confusing nature of the situation I will not be handing out a severe punishment as the two men who were put under gunpoint at the beginning of the video should have been the first to follow orders, but they did not. Naturally Predator! took his que from them.
In the future I expect that those involved will follow the orders given to them when they are at an obvious tactical disadvantage, such as the situation demonstrated in this video.
