Just a question, I've nothing against barry, just trying to prove a point. Why do users get punished for posting these memes but an admin, which should be an example for community members, gets a soft slap on their fingers?

This just completely furthers how people only get punished if they are someone who isn't either in a position of power or aren't liked. Treat everyone the same or don't punish anyone.
