Although I really like your suggestion I can see a lot of misuse possibly happening.
People could for instance use ascii art instead of using it for laws.
For instance:

All people who violate the law will be send to:
                                        __          
               ALCATRAZ      / __ \            
             ____________|       |           
              |_|_|_|_|_|_|  |       |          
              |_|_|_|_|_|_|_|       |         
             A@\|_|_|_|_|_|/@@Aa   
       aA@@@@@@@@@@@@Aa

^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^ 


There'll have to be clear rules on what is allowed and what's not to avoid any misuse.
