Would you accept admin if you were offered it?

Yes I would.

(IF) you would accept admin, what would be your biggest target of improvement on the community?

Overall attitude towards administrators would be a big one. People seem to just shrug them off as if they do not matter but the work the put into the server and game mode is incredibly extensive and intensive. People these days also do not see staff as an authoritative figure which needs to be the case otherwise people seem to think they can get away with things because "i'm friends with an admin".

(IF) you would accept admin, what would you influence improvements on the overall staff functionality (i.e Mannerisms, attitude, response to @ requests, overall structure/running)

I think my first port of call would be a new, clarified, set of rules accompanied by suitable explanation and if needed and or requested a FAQ. This is vital to ensure people understand the rules. Mannerisms don't seem to be too much of an issue other than a few anomalous cases where admins have told people they don't want to help, just want to RP. Other than that it would require a look at the inner workings to properly evaluate everything and begin improvements. One things for sure though, things can only get better.
