I'm not sure if this should be restricted or not. My idea if that happened would be the President demotes the VP, changes the tax back right away and sends out a broadcast apologising? Then everything goes back to normal.
If the VP changes the tax to 40% and the President dies straight away something tells me that's a plot to get the President killed immediately as the VP would be working with the criminals.
