Title of Suggestion: New permanent law

Description: Add a new permanent law as follows or similar:

"Do not seriously endanger the lives of others through assault or use of a vehicle"

Why: Often, you will be arresting someone for reckless driving, assault or murder and they will moan saying "there is no law". This will mean that that excuse is no longer valid and there is no country where murder, assault or reckless driving. is allowed
