Title of Suggestion:Pres can demote paramedics and firemen

Description:well the name sort of implies the idea.

Why:Soul I know you're busy with the server but do you mind to fix this bug since I found there are some minge firemen and paramedics and we can't do anything to them unless a admin is online. Also I think it wouldn't be that hard to fix.
