Generally speaking yes.

If you're using it as a third party communication system, and talking about IC related areas, then yes you would be metagaming as you're using a OOC software (like TS) to talk about things that are meant for IC.

It is metagaming and if you are caught using a third party software to communicate information to another then you will be punished for metagaming.

What if like me and a friend where building a private base and didn't want the other rebels to know everything so we used Skype as a voice radio just for stuff like you would normally do in /radio but just privately and NOT:i am at kfc I'm getting arrested help me.

That would be against server rules, yes. Unless you are govenrment, you can use the government assigned channles.

Im not doing it,whilst I'm in game with my friends I'm on Skype with my friends but speak about real life. Is this allowed thats all i need to know.
