I would like to know what exact channels you are allowed to communicate through if any, other than the government channels. Are admins allowed to assign user's channels to be used in-game?

It's way back now, but I had a clan channel accepted for in-game communication. That was government roleplay too, though.

In-game communication for groups is allowed as Joykill stated.
Metagaming of any form is forbidden. For example you can not say "Joykill is trespassing through Nexus desk, do warrant please."
But you can say "All units, there is a man in green suit trespassing through Nexus desk."(If part of the government in government channel)

Or you can use a channel for clan communication. For example "I need all the clan members available on this frequency to Bar, I am being shot at by person in green suit."(Note: Do not do this if you have died there, and spawned for example in the city, as this is metagaming)

This is how I think TeamSpeak is allowed to use.
