Transfer of account/Inventory

I'll start from the beginning and I'll make it short and quick.

I lost my account for a period of time in which it was used for the theft of steam items or something along those lines, I've been back and fourth with steam community support in which regardless of different IP's being used and me having lost access to the account they won't and are "unable" to remove the community suspension from my account. 

At this point I've completely given up with trying to regain access, and I've just made a new account. I was hoping that I could have my current items, hours, RP points etc transferred over to my new account:
