Whats a "Medical tranqulizer", what does it do and how do you accuire it?

I believe it's an item you can aquire by right clicking with the lockpick on an ambulance.

It currently has no use.

Why are there a bunch of stuff you cant use in FLServers? (Medical Tranqs, Scrap metals, etc)

They were for a crafting thing but then the whole split of the community happened and it was never finished, so at the moment they are just there.

Some items cannot be used because the old developers dind't finish the development of the use of things like 'The Medical Tranqulizer' but they necer finished.

It can be aqquired from the Ambulance by rightclicking on the ambulance.

The old developers left during the split, so never finished, it is just there at the moment.

You can use scrap metals, mechanical parts etc. for creating toolboxes or just collection them for fun xD
