Unless they are roleplaying with you, no. Because it doesn't make sense. Why would say 3 gangsters and a guy who works at a burger shack make a giant gate together? haha obviously a weird example but you get my point.

Pretty much the same as Rolo and BD:

Your group should own all the front doors/garages of the villas before blocking it off.
Why block the whole estate if you only have the first villa, for example?
The only reason you would be putting bollards at the entrance of the estate would be to block access to all 4 villas; it implies you're using all of them.

The only instance I could see which bypasses this is if you're hosting an 'overlapping' RP, so to speak.
This could be that you're doing a Real Estate/Landlord RP, thus having control over the whole estate, whilst individuals have their own section. This however would only work if you're
a) always manning the bollards
b) give the residents the code to the keypad
