Anytime I try to type in OOC, it never sends.. I don't have a current OOC Blacklist and the last one was in the (failed) zombie event. It was fine yesterday, but does not work now.. Please help! TIA.

Have you tried restarting the game? Relogging etc?

Yes, this has been happening for the past few days now.. Does it work for everyone else? Cause I can't see any other OOC Messages..

Well, I'm on holiday so I'm not sure. I really doubt it's anything serverside, most probably clientside. Have you checked you filters on your chat box? Make sure no filters are ticked.
