I'm going to assume this is some sort of gui with the menu.
May I add, Once the president does his laws, it goes into a menu(gui) with then has all the laws on it, or any broadcast done, will be put into the menu. The president can then click the laws once someone requests it, taking about 10 seconds to post the laws. This will also go though the broadcast(once said) but also a gui(menu) on the players screen will have the laws.

You wont have every single person that joins after the President posts his/her laws wanting the laws posted again.
