Make /backup visible to non-cops in the area

Description: /backup would produce something like "John Doe calls for backup" in the local area chat (same range as someone using /radio)

Why: Pretty much the same reason /radio is put into the local chat:

Currently non-government do not see calls made via /backup. If they would see this it might influence an RP different ways (ie hostage takers either leaving the cop or taking him with him to another location, same for president). It also opens the door to breaking fear RP relatively unnoticed, because criminals holding a cop at gunpoint would have no way of knowing if he press a backup bind.

I agree with this.

I think they said they have a button on their radios in the UK that automatically sends a backup call but I think it should obviously be heard by people close by
