Im pretty sure it is. That's like someone trying to grow marijuana in the building in front of the DEA's offices. Anyway this should be in the questions forum.

Yes. As a criminal that has contraband you're not going inside a governmental building contrawhoring, that makes no sense. And it's something you wouldn't do IRL. And even as a government official you can't have any contraband at all.
So it's indeed FailRP.
