Why did he not get banned for rdming me 5 times? his reason was that i didnt want to buy ammo shipment for rifle for 6k

I noticed a gun fight between you and the gun dealer, you died
then you went to the other gun dealer, bought sniper ammo
get out an AWP and asked someone to get him outside
then starting shooting him
Clearly this was NLR and attempted revenge kill
