Uh, we had a law saying that SS can lockpick cars that isn't legal parked. We had the president base at MTL and the Impound lot at MTL, so I lockpicked the car and drove it in. Owner could just come and pay a fine to get it out. Not random lockpick at all.

I were the President and I made a LAW about it. he could just pay and get it out and there would been no problem. The car was parked illegaly too.
