I heard from a LOT of people that admins usually only pay attention to RP/give RP points out during events.

That's not completely true, I've seen many admins giving out RP points for a decent roleplay, which wasn't an event.

I got all of my points from random, mash-up events I've made, perhaps one or two for participating.

Basically, make an RP, make a good RP construction, make it passive, involve other people, don't ask for them to come and "look" at it or request points, profit.
