Whether it is random or not cannot be proven or disproven, but as he did it in the middle of the road it is public hostaging.

i dont think the location really matters in this case
its not like the rules where its failrp to mug in such a public place
and its not out of the blue, it was to save his friend it seams
they arnt just going to let you arrest him because you in the middle of a street
id say you are lucky they didnt just kill you instead
