Change/Add QUAD

We've discussed this suggestion and have considered all opinions stated on this thread. We have decided to approve this suggestion after a majority of the development team voted yes with community votes being generally positive. The following was brought up in our discussion:

• People prefer an actual quad bike rather than what we have now
  
• We should replace the 4000 hour milestone instead of adding a new one, as there's better cars we can fill gaps with.
  
• There is no point in having two quad bikes, they're a niche vehicle anyway.
  

Suggestion Approved, we'll be replacing the current 4000 hour reward with this quad bike rather than adding another and keeping the current one.
