I'm going to move this to finished as it should be possible to do this now.
  • Gamemode supports this already, admins/devs/SAs can place images/text which persist through restarts until manually removed.
  • Guidelines on images/text panels state that it may be used for large events.
Just ask to have some stuff placed ingame and say where, keep in mind the guidelines specify large events only.
