Title of Suggestion: Boats spawn unfrozen
Description
The boats on the server currently spawn frozen which is annoying having to call an admin over.
Why?
If they were to spawn unfrozen then it wouldn't waste admin time coming over and unfreezing it. It should be made that they are unfrozen on spawn or the owner of the vehicle should be able to unfreeze it in some way themselves. I'm not sure on the reasoning why they spawn frozen anyway I guess they launch or something? It also means they'll be usable when admins are not present.
