The accused use is not only breaking all the rules SirNarc pointed out, he also breaks Rule 6.12 As an SRU, do not perform any regular police duties. Your job is to respond to emergency calls where the police need backup, as well as protecting the Nexus and therefore the President's life.
The accused decided to protect a civilian (Miku) instead of protecting the president. This brings me to the conclusion that the user has been powergaming and breaking rule 6.12. A rule is a rule.
I would also like to point out that I've seen the accused user break other rules such as abusing Move body tools, and I general being a very bad influence for the whole community
