Title of Suggestion: Update "Server Down" forum banner
Description
Update the banner that is displayed when the server is down to include developers
Why?

This is the current forum banner when the server(s) is/are offline. Currently it states "CONTACT AN ADMIN", however, Developers can also restart the server, this isn't major, but just update it to say "CONTACT AN ADMIN/DEVELOPER".
Why? It potentially takes a bit of work of the admins as those who see this message are left with the impression that only admins can do this tasks, not developers too.
Nothing major, but simply making the banner a bit more accurate.
