Banned props that were unbanned are banned again

I had this issue too, the banned props have not been fully unbanned. You cannot restore recently unbanned props (using /restoreprops) as it says "You cannot spawn banned props!" however they are able to be spawned via the 'Q' menu. I just lost the majority of a dupe because it didn't save the recently unbanned props because they are still banned.
