Allow the sergeants to do /wanted

Description:
 Allow the sergeants to /wanted people. It's a Police/SRU job to do it and they look for it, this can be announced with /pbroadcast maybe even remove the ability from the presidential staff and give it to the Force. 

Why: 
way more efficient, and like I said, it should be the job of a sergeant to make a person wanted. President and Vice president are political jobs nothing to do with catching criminals.
