MISSION STATEMENT

"The mission of the Evocity Police Department is to enhance the quality of life in Evocity by working cooperatively with the public to prevent crime, enforce the law, preserve the peace, and provide a safe environment."

ABOUT

As said in the mission statement, the Evocity Police Department aims to maintain security for the citizens as well as continuing to bring down crime rates. Through their hard work, police officers will give their best for the community. This goal will be achieved with professional training and expansion of the department. There's been a lack of professionalism in the police department for several years and with this in mind Chief John Shelby created this department. Several instructors will do they're best to educate officers to better the current situation in Evocity.

OOC:
The department will be a group that shares and roleplays together. By educating people how to act as an officer and by bringing people together, the government will be a bitter place for everyone. There will be a focus on 'professionalizing' and educating fellow officers. Roleplaying will be done on a better level.




Specialized Units
The department will have several specialized units. The units alongside their description are listed below.



Dispatch Unit
Dispatch is a specialist unit, trained to deal with multiple different situations, from a building fire to a hostage situation. Although they may not be on the ground, getting in all the 'action', they are the eyes and ears of the force giving the orders, and the ones who we rely on to give us the essential resources.
In order to get into this unit, you require to go through a lot of mental training as when on the phone to a person, it can become quite an emotional time as from time to time situations become a heart to heart rather than a job, from suicide to murder. Physical requirements are little to none due to the little activity required in the job.

Evocity S.W.A.T.

Mostly known as S.W.A.T, these are the men and women that officers rely on to help, and sometimes save them in time of need - a shootout or situation alike. Special Weapons and Tactics teams are highly trained to deal with hundreds of situations in many different locations and are the last line of police defence that, in a modern day society, are used too often.
99% of people mistake the job of a S.W.A.T officer, with only the ones who are accepted understanding, it is not run in to shoot the bad guys and that's job done. Statistics showed in 2016 that in over 80% of jobs, a units speech and communication was more powerful than a weapon which is what the aim is to have, less deaths and more saves.

Gang and Narcotics Unit
This is one of the most important divisions within the force, as they are the ones to scope out one of our main threats to society and substances that our global legitimate market competes with massively. Many of these officers are trained to the level of a S.W.A.T unit, however have more of a focus on bringing down groups of people before the shooting happens. Not only this, but they also aim to help prevent small groups or even individuals in joining the drug/gang life.
Joining this department is not all about raiding a house and walking away with 50KG of cocaine or weed, lots of the job is going around and promoting anti-drug and anti-gang campaigns, speaking to people in why they should avoid the activity, and helping people leave that type of life.

Traffic Enforcement Unit
Just about every person who is able to drive, drives now'a'days. With so many cars on the road comes many risks and rule breakers who think highway code, as well as laws/regulations set do not apply to them. Traffic officers are the people who prevent people from violating these laws/regulations. Not everything is a highspeed chase, but also nit-picking and while most dislike this, it can help prevent major accidents, even death.
Much like our other departments, not all Traffic officers drive cars and give out tickets, but instead help promote safe driving, doing drink driving campaigns around the country and offering classes for unsure drivers that struggle to remember different road signs, breaking distances, etc. (The basics).

Detective

A type of officer many dream of becoming.
Carrying out the 'dirty' work of a crime scene, typcailly investigating murders or kidnappings, although not limited to these situations. Detective generally support all other departments in any major incident, finding out the cause, how it could have been prevented (to help prevent future events similar from happening).
When a detective, you very much live your life in latex, wearing gloves constantly to help with collecting evidence which could be vital to uncovering the reason behind a mass-murder.
One subject which people may sometimes get confused on is that a detective does not always walk around with a pistol in their pocket and shades, nor do they raid properties. That is left to the specialists.

State Trooper

State Troopers often get confused as a traffic officer only, however this is not the case. A state trooper is primarily involved in traffic related offences, however not limited to this activity as the whole of the outer-city is their responsiblity. Due to them being in the outer-city it means that backup and response time is going to be greater than say a traffic officer in the city; because of this, it means they are required to have many different skills including the use of a weapon, advanced driving, as well as driving 'in the dark' (Not have access to Dispatch communications due to their location).
State Troopers are not however limited to the outer-city as if in a chase, they are there to lend their expertise and so they sometimes may end up helping out in the city, temporarily

Public Relations Office
Public Relations (PR) are specially trained officers that deal with the press, the public. These officers generally do not work out in the field, however work hard behind the scenes to ensure that the officers have a safe image with them, to ensure that the public is more so on the governments and police side in situations, to ensure that the public correctly deal with a situation and know what to do.
Public Relations also deals with Q & A from the public, creating resources for the public, and most importantly deal with police complaints. With a lengthy process, it may sometimes seem as though nothing is being done, however are here to ensure that every officer complaint is taken seriously, and dealt with correctly with the correct staff.

Use of Force
Objectively Reasonable: The legal standard used to determine the lawfulness and appropriateness of a use of force is the Fourth Amendment to the United States Constitution. See Graham versus Connor, 490 U.S. 386 (1989). Graham states in part, The reasonableness of a particular use of force must be judged from the perspective of a reasonable officer on the scene, rather than with the 20/20 vision of hindsight. The calculus of reasonableness must embody allowance for the fact that police officers are often forced to make split-second judgments - in circumstances that are tense, uncertain and rapidly evolving - about the amount of force that is necessary in a particular situation. The test of reasonableness is not capable of precise definition or mechanical application. The force must be reasonable under the circumstances known to the officer at the time the force was used. Therefore, the Department examines all uses of force from an objective standard, rather than a subjective standard. (2018 ECPD Manual 1/236.10)
