Summary: This is a semi-complicated situation, so you'll just have to bare with me.
Just after taking up president slot, Revvyy bagan to mass /wanted people. (the mass /wanted began long before people were raiding him, so it was not a reaction to a raid)
So when he was finally evicted from his position by freedom fighters, he switched to police and began arresting. He also had a law about everyone in the city being arrested on sight.
Evidence: I only recorded myself being arrested, but I did get all the random mass /wanted beforehand as well as the laws.
