I understand in the screenshot you are speaking to the reported user through your microphone. Without proper video evidence with sound I can't punish the reported user for FearRP as the above proof doesn't show me anything was initiated or not followed.
Tip: Try to use recording software like shadowplay to capture rule breakage like this.
