Concluding notes
Unfortunately there is insufficient evidence to show Predator breaking NLR. Ryan did state he ran over the VP a while ago and is the reason for his warrant, what's to say Predator didn't see this happen and recognised his face? I see where you're coming from, but this evidence isn't strong enough to prove anything.
