It was breaking FearRP, you have to remember that when someone has a hostage, they have the upper hand and if you try shooting at them without negotiating you immediately put the hostages life at risk, which as a Police Officer you do not want to do.
"We are going to kill the hostage"
That's what Salam said to you as you were apprehending them, do you think it's a good idea to try and kill the kidnapper after being told that? You must act afraid of life threatening situations and the hostages life was at risk but you decide to shoot at them anyway.
It doesn't matter that you saved the hostages life, you still handled the situation incorrectly, put the hostages life at risk by doing that and did not act the least bit afraid in this situation.
