Title of Suggestion: Make any stolen uniform take 10 seconds to put on
Description: Change it so that Stolen Police Uniforms and Prisoner Uniforms take 10 seconds to put on, just like any other suit.
Why: Realism reasons and obvious reasons. Also the fact that I often misclick the Stolen Cop Uniform instead of my other suit and thus wasting it.
