"Must be drunk to drive vehicle" is FailRP
"Black people shall be detained or killed" Kill on sight is not allowed.
This would be classed as FailRP and you could have made an @ call during the time you were under gunpoint and the rebels would have been corrected and guided to the right path to follow the rules.
As for this case you applied laws that were FailRP and therefor a blacklist from the president spot will be issued.
