Your right about the average citizen with kevlar etc, that's why people only use it in raids, clan things, and other illegal stuff.
I have not seen one person who walks around the streets wearing kevlar, just let all classes wear this 'high grade kevlar'.
We are given access to /job to change our job as a citizen, not to be restricted by kevlar.
