Construction rping

So, I had an interesting idea to be a construction worker. However, before I proceed with my plans, I wanted to make sure something like this was allowed. My plan was try to get a permit from the president to like build something that may make the map look nicer. Something such as replacing the slum road. by using road props to make the road look nicer. I do understand that this violates a rule under tools/prop rules, #6, however, this has true rp value.
