Looks like shizzle needs to learn proper RP. I dont know what you were arresting them for nor do I care.
The fact is: He never once pulled a gun on you so why do you continue to kill him? The proper RP is to yell at him to uncuff your friend. Maybe tie him up. maybe tranq him. Quite frankly any of those options at least requires a bit more RP.
This aggressive behavior stops now.
