Well i think there might be a fix for the fallout games, i had to do it to
Navigate to the application .exe file and open up the compatibility properties. (Right click, go to properties, and click the compatibility tab.)
I then checked the option for "Disable Desktop Composition." As soon as I launched, it scanned for hardware, and the game launched. Give it a shot and let me know if it fixes it.
