I suggest running a full reinstall of GMod. I have literally ran out of ideas due to why this is not working for you.
You could run a HASH check on GMod which will give you a number that you can compare to the official one. This will tell you if your installation is corrupt.

Start -> Control Panel -> Hardware and Sound -> Device Manager -> Display Adapters -> Then right click on your integrated graphics card (i.e. the one that isnt your dedicated Graphics Card) then click Disable.

If you only have one option, then i wouldn't do this solution. It only works if you have a dedicated graphics processing unit, such as a GeForce GTX 970 or a 750Ti or whatever!
