My friend has never joined the server, but he has everything downloaded and correctly placed. Everytime he tries to join, it'll join for a second and then say it has timed out.
Any help?

I know there is a random time out bug that is something to do with VAC safety being on. They keep having server problems and then it fails to send stuff to the client and kick them out.
