Yeah i had this problem too, i had all the content packs but it was still happening. what you have to do do is go to you steam library, right click garrys mod, properties, local files, verify integrity of game cache, let it do its stuff when its done that should fix it if not i recommend a full re-instillation or delete all your work shop add ons as this may just be a conflict-ion.
