My recording software doesn't pick up my microphone unless I enable certain settings, so no.
It's pretty clear that I'm ordering him to exit the vehicle. I chased him with sirens on, blocked his path with my vehicle, selected a weapon from my hot-bar and began pointing it at him. Not only that, but the Police Sergeant opened fire on him because he was trying to run away while under fearRP.

Due to the way the rule is written right now, FearRP is initiated when orders are given. As it has not been proven that orders were given, this can be denied.
