So you are suggesting some type of 'trial mod'? Could be a solution. But then theres the issue that SA aren't always (or often) avaible.
Restrict the tools they have access to and the SA wont have to watch them
For example: Phase 1: access to basic punishments - 1 day ban, 4 hour blacklist, access to noclip
phase 2: What we know as moderator now
Phase 3: Administrator

The trial-mod thing I do not agree with, the suggestion you have provided is basically exactly the same to what mods have now.

I am suggesting that player who the staff team can't guarantee will do a good job as moderator goes into phase 1, where he/she is limited on tools that can be abused, and basically gets tested out. If they do a good job, they proceed to phase 2 which is what mods have now, so how is that the same?

I can point out loads of people who "qualify", and even though they don't fit into what the staff team considers the perfect candidate, I am sure there's loads of people who would do a better job as a moderator than a lot of the current team does

What you think and what the staff team thinks is something completley diffrent though..

There's clearly some sort of issue demoting the inactive ones, or else it would've been done. Don't ya think?

There's not a true issue on that last part, people have been demoted due to inactivity already.
People need to realise we can't just discuss all this, what we view as sensitive, information with the playerbase.
Just because you guys as a player don't see anything doesn't mean nothings happening behind the scenes.
I think that's something that people REALLY need to realise.
