I think Kevlar and Tranqs would definitely make fights more even. Just think about it, an armed Criminal organisation with Galils, XM10s, Molotovs, Tranqs, Kevlar etc against SRU with M4s, Five seven (Which is not even a good gun), Concussion grenades (Which can easily be avoided).

Gets annoying when your assault fails because the opponents have more hours with more weaponry.

M4 is pretty much a toy gun compared to what the criminals have. Also it is pretty easy for criminals to actually manage to kill SRU.
